Some educators lack control in major areas of their personal lives, so they come to school and try to exercise that control over children by way of policies, rules, and procedures they cannot adequately justify the purpose of. I don’t like that.

Wouldn't call them SEA ARP "plans" so much as applications. Most didn't spell out how $ will be spent or who is in charge of what.
Upside: since not baked, there's still time to influence how SEAs deploy mega-sums.
SEAs: maybe consider competitive grants to drive innovations.

Q: Does ARP require districts to deploy their ESSER$ equitably across their schools?
A: No (MoEquity applies only to state/local$)
Req’d or not, still smart to pencil out how ESSER$ will flow to each school in plans. #equity
Plus schXsch $data will ultimately show who got what.
Norfolk residents have complained to the city, and to the Pilot, and to me directly, and (presumably) to Cox Cable that there's never been an alternative internet service available in the city.

Please reply: What is the single most powerful/significant choice a human being can make in their life?
I was recently asked this question and will address, with Dubner, on a future episode of @NSQ_Show
Yes they can, and should. But it seems that most of the remote-only districts are still in a holding pattern, and not shifting surpluses to invest in remediation yet.
This is an issue that continue to plague education funding. States need to continue or increase funding levels not use more federal dollars to offset. We saw similar things to happen with Title I funding
From the "Can they do that?" file:
In Dec. feds gave $ to districts (=~ $1,100/pupil). We've been asked: Are states allowed to use it to offset state allocations to districts?
Answer: yes. (There's no SNS)
Proposed bills in VA & WA would do just that. More states may follow.
In a mid-year review of district spending, we're seeing 2 main types:
Mostly in-person: Overspending on subs/ sanitizing/ nurses/ etc.
Still remote: Surpluses w less expenses than budgeted.
