Proposition 317 puts the cartel policy Hobbs rejected directly on your ballot.

In 2023, HB 2675 would have declared drug cartels terrorist organizations and directed Arizona Homeland Security to do everything within its authority to confront their threat.

Hobbs vetoed it. She called it “not a real solution.”

So the Legislature took a substantially similar measure around her desk and straight to the voters.

Meanwhile, Arizona’s overdose crisis moved in the opposite direction from the national trend.

In 2025, Arizona’s reported drug-overdose death rate reached 43.5 per 100,000 people. Nearly DOUBLE the national rate.

She had a veto. You have a vote.

This November, the decision belongs to Arizona.
