Michael Bloomberg for one but really, follow the money brother. Here is how this works, Many years ago, State AGs sued "Big Tobacco" and got master settlement agreements justifying huge taxes due to health costs related to tobacco use. States received a bonanza and started funding everything under the Sun (ie not just health care costs, they became dependent). Then a new safer product came out like Zyn, etc. Tobacco use went down significantly and so did revenue. Alternative products (ie not tobacco, but nicotine) increased significantly but are taxed at different lower rate. It did not make up the amount of revenue lost. So this is an attempt for States and the "non-profit" partners to retain revenue. It is interesting because the huge initial tax part of the argument was justified due to health costs and trying to not only curb that, but push people away from tobacco use. Well it worked except now they are running out of money because tobacco use is down, but lower taxed nicotine products are up, -- at least they are not burning and releasing carcinogens like cigarettes.
