NY has since changed the date to apply to November 1 for regular HEAP, it’s January 3 for emergency HEAP - ex: replacing a furnace that isn’t working. We’ve had a cold winter so far, and January 1 it’s going to be high of 16 and low of 9 degrees, only two hours north of NYC.

It’s not just SNAP and healthcare premiums, it’s also HEAP, heating assistance in northern states. Many of these people are elderly as well as kids being impacted. HEAP applications normally start on November 1, this year it’s Jan 2.
