Of course, it won’t necessarily solve intentional targeting of humanitarians. In that case, much more work needs to be done to deter bad actors and protect location data of humanitarians in real time, and promote accountability after the fact.

Protection for/mitigating harms against humanitarian workers in conflict needs to be a priority for states and for international organizations. Here in the US, we can start by prioritizing hum. protection through DoD’s #CHMRAP policy launched this fall

One place to start is to focus on improving humanitarian notification, a system that facilitates info-sharing from humanitarians to warring parties to a conflict. Ideally, it can help prevent accidental strikes against humanitarians
