Back to #CHMRAP steps. Objective 9 addresses civilian harm mitigation and response as a component of security cooperation. So, when governments give arms, capabilities, training and support to foreign militaries, CHM should be an integral part of this support. How can we do this?
Today @gwlawnatsec Dean Lisa Schenck welcomed DUSD(P) Sasha Baker (@DoD_Policy) and other experts to @gwlaw to discuss civilian harm, armed conflict, and the implementation of the #CHMRAP.

(5) History shows fundamental change is hard for militaries. The #CHMRAP is admirable but the feat of effectively changing DOD as an institution is daunting. While DOD leadership has made a strong step in the CHMRAP, that alone does not guarantee progress.
