If there is can I ask why there is none such penalty/charge when the funds were sent from my credit card to the airline when the booking was made?

Can I ask why you insist on buyers signing up for a future agreement payment plan just to enable an offer?
There was a time when making an offer was done,then if the seller accepts then buyer pays.
Whats the reason for the change as I believe it stops genuine offers being made?
