Commodore Floyd Moxey, OD, Commander of the Royal Bahamas Defence Force, Visits GSF Officers
As specialized, intelligence-led operations were underway in Croix-des-Bouquets on Friday, 14 November 2025, the Gang Suppression Force (GSF) welcomed a distinguished guest from The Bahamas ; a nation that has remained steadfast in its support and commitment to both the GSF and the people of Haiti.
Commodore Floyd Moxey, OD, Commander of the Royal Bahamas Defence Force (RBDF), arrived with a high-level delegation that included H.E. Jerusa Ali, Ambassador- Director General of the Ministry of Foreign Affairs, and Commander Julian Smith, the current Chargé d’Affaires of The Bahamas Embassy in Haiti. The delegation also included additional Bahamian troops deployed to join GSF operations. They were received at LSA2 by Godfrey Otunge, Force Commander, and Vladimir Paraison, Director General of the Haitian National Police (PNH).
Addressing GSF leadership and personnel, Commodore Moxey reaffirmed The Bahamas’ commitment to the GSF mission, highlighted by the deployment of the third Bahamian contingent. He commended GSF officers for their professionalism, discipline, and resolve, especially given the difficult terrain and demanding operational environment. He emphasized that The Bahamas’ engagement is grounded in its CARICOM responsibilities, noting that Haiti’s security is directly linked to the security and prosperity of the entire region. Haiti’s instability, he stated, presents risks through human displacement, illicit arms flows, and transnational organized crime. His visit, he noted, served as a reminder that restoring peace and order in Haiti reduces both migratory pressures and security challenges for The Bahamas.
In her remarks, H.E. Jerusa Ali expressed deep appreciation to the Haitian National Police and to personnel from Kenya, Jamaica, El Salvador, Guatemala, and The Bahamas for their courage, sacrifice, determination, and teamwork. She reaffirmed that with the transition from MSSM to the GSF under UN Security Council Resolution 2793, The Bahamas has both an opportunity and a responsibility to strengthen its support to Haiti across three fronts: security, political engagement, and diplomacy. She underscored The Bahamas’ support, as a GSF contributing country and CARICOM Eminent Persons Group member, for the OAS Haitian-Led Roadmap for Stability and Peace. The visit, she noted, sends a clear signal that The Bahamas is committed to sustaining regional attention and mobilizing resources so that Haiti and a Haitian-led solution, remains at the forefront of the multilateral agenda. Rejecting the narrative that Haiti is a failed state, she stressed that it is the actions of criminal groups that are destabilizing the nation. She announced that The Bahamas will soon open a new Chancery in Port-au-Prince, reaffirming its long-term commitment to engage meaningfully and remain present.
In their joint address to the delegation and assembled forces, DG PNH Vladimir Paraison and Force Commander Otunge reiterated the GSF’s unwavering commitment to disrupting gang activity, restoring basic security, and upholding the Haitian people’s right to peace, dignity, and safety. They affirmed that criminal groups will not be allowed to regain influence, and that through strong cooperation and collaboration among Haitian authorities, local communities, and international partners, gangs will be pursued decisively; on land, at sea, and in the air. Their message was clear: impunity is ending, and all necessary resources are now aligned under a unified strategy.
The delegation later visited LSA1, where they interacted with deployed troops before departing.
Working side by side, the @USCG and @TheRBDF continue to enhance coordination, improve readiness and build mutual trust that enables us to more effectively protect our maritime borders and respond to threats. #Partnerships
