Now Qh6 is not checkmate, Kg5 can be taken by the pawn. I do not see any checkmate in this way.
@SusanPolgar White wins but there is a problem. If we allow black to have two pawns at the same rank (and we cannot take any of them immediately) than black can promote a pawn. We have to threat black that we promote a pawn. A4 then if F4 then Kd4. Then go for back pawns or push ours.
@SusanPolgar h6+, king has three options: h7, h8: same result, change rooks and rooks endgame is winning (no stalemate!). 3rd option is G8, pawn to h7, king takes or move to h8: change rooks, endgame is winning. If king to K7: pawn to H8, king must take and we exchange rooks, no stalemate.
