But if a disposition is closed, any recordings or photos must be don through official means. A congressman taking photos and sharing them to the press is in breach of those rules.

It doesn’t matter if it’s being recorded and released later, because those recordings are reviewed by lawyers to ensure all parties involved are satisfied.
