The WH has had a full court press to avoid a shutdown. They do not want one. This idea that a shutdown would allow them to legally do what they are currently illegally doing is a little bonkers if you ask me.

Yes, in a shutdown the government decides what is and isn’t essential but the people in the government aren’t “fired” they are furloughed and they get back pay and their jobs when the government reopens.
