Capping rent increases will have unintended consequences. When rent increases can't match expense increases landlords will head for the exits, rental units sold and rental stock will shrink.

At risk of upsetting many people, I believe gov'ts highly restrictive allowable rental increases of 2%, 0%, 1.6% and 2% were a major factor in dramatic rent increases. They backfired!
