An MCAโs primary role as clearly defined under Article 185 of the Constitution of Kenya 2010 and Section 9 of the County Governments Act 2012 is to legislate, represent the people, and provide oversight in the ward.
Actual development funds and project implementation rest with the County Executive, per the separation of powers in the Constitution and the County Governments Act.
Blaming MCAs alone for every unfinished project is dishonest and misleading.
However, MCAs must account to wananchi: Which Bills or Motions they have sponsored and successfully passed in the County Assembly that have directly benefited the people.
