People don't actually want that challenge on Salah to be a penalty. It quite evidently is a ridiculous assessment. They just want it as further grist to the mill of the idea that Lionel Messi is being unduly favoured by FIFA.
Those who do not fall into this particular camp, but still allege injustice, are mainly being emotional, having allowed themselves to become invested in an upset by an African side.
