But one thing I'm pretty sure of is that the people who are "blaming" this surplus on the 2018 sales-tax renewal know that these two things are completely unrelated. Which can only mean one thing: They think Louisiana voters are idiots.

There are only two reasons we have a surplus, and none of them are due to the state sales tax renewal: 1) The state's economists were conservative in their revenue projections; and 2) Louisiana's economy - and thus revenues - performed better than those projections.

Put another way: Even if the Legislature had refused to renew the sales tax, we would still have a surplus. We just would have had a much smaller budget last year, with deep cuts to higher education, health care and other services that people depend on.
