The Brazilian 🇧🇷 government appears to have launched a bot campaign to attack Argentina 🇦🇷, just like during the 2023 election cycle.

There have been several of these tweets from bot accounts, all originating in Brazil.

In this case, “Guto Mineiro Raíz” doesn't exist, nor is it a real person. Its profile picture was taken from a Filipino actor named Vitto Márquez.

Coincidentally, this was one of the accounts that started the story about donkey meat in Argentina, and the account seems programmed to retweet the same Brazilian media outlets that promoted it, including some Russian ones like Russia Today in Spanish.
