बिहार के लोगों से आग्रह है कि ऐसा कोई भी दीपक आपको 17 सितम्बर को दिखे, उसे फोड़ दीजिए। यह जातिवादी नेता समाज को तोड़ने पर जुटा हुआ है। वह इस सम्मान के योग्य नहीं है।

प्रतापगढ़: रामपुर विधानसभा क्षेत्र की ननौती ग्राम सभा में रहने वाले संतोष कुमार मिश्रा अपने परिवार के कुल 10 सदस्यों के साथ कठिन परिस्थितियों में जीवन गुजार रहे हैं।
परिवार का दावा है कि उनके पास रहने की समुचित व्यवस्था नहीं है और अब तक पर्याप्त सरकारी या सामाजिक मदद नहीं मिल सकी है।

Water logging in Delhi

Heavy rains lashed Delhi, the capital of India, on Tuesday, 28th July, 2026, causing widespread waterlogging, traffic congestion and disruptions across the city.
Several roads and low-lying areas in Delhi, including Connaught Place, Janpath, Bharat Mandapam Road, Barakhamba Road, Mathura Road near ITO and Kalindi Kunj, were inundated. Large pools of water stopped or slowed traffic, while commuters navigated submerged stretches on roads, amid poor visibility caused by overcast skies and gusty winds.
Traffic congestion was reported from Greater Kailash-II, Hauz Khas, RK Puram, NH-8 near Shankar Vihar, NH-48 near AIIMS, Delhi-Noida Road, Kalindi Kunj, Vikas Marg and other arterial roads. Visuals from several parts of Delhi showed waist-deep water on roads, with schoolchildren and commuters wading through flooded streets.
Water logging on roads has become a permanent feature in many cities of India during the monsoon season ( July to September ). What is its cause ?
Anyone who has studied history knows that our ancestors, the people of the Indus Valley Civilisation, built cities and towns with excellent drainage and sewage systems 5000 years ago. Since then have we in India moved forward or backward ?
The misery which has unfolded in Delhi is not unique to it. All across India, from Srinagar to Chennai and Mumbai to Dibrugarh, rain is inevitably followed by water-logging on the streets of cities, causing immense suffering to the people. In September 2014, heavy rains turned the capital of Jammu and Kashmir into a lake, with many localities submerged under 20-30 feet of water. In my home town of Allahabad, many localities like Allahpur and Mumfordganj go under several feet of water every year after heavy rains. Kolkata’s waterlogged streets are well known, and parts of Delhi, e.g. Minto Bridge, have severe waterlogging in the monsoons. What is the cause of this?
The reason is simple to understand. Greed has destroyed our drainage systems.
Rains come every year in the monsoon or rainy season, and so there has to be a proper drainage system to take away the water to the nearest river, otherwise it will accumulate and cause waterlogging. Historically, indeed all the way up to British rule and for some time thereafter, there were excellent drainage systems in every city in India, which were properly maintained by the municipalities.
Gradually, however, people, in their greed, illegally built houses, shops, and other buildings on the drains, obviously in collusion with municipality officials, thus blocking them everywhere. In Srinagar, people illegally filled up both banks of the Jhelum river with earth, and built houses and other buildings on them, thus narrowing the width of the river. Obviously it will overflow in the rains.
Why did the authorities allow this to happen? Obviously money must have changed hands. To make matters worse, successive governments at the Centre and in the states have not bothered to invest in urban infrastructure – especially drains, pipelines and sewerage systems – despite the growing population of our towns and cities.
Srinagar’s celebrated Dal Lake has shrunk by 10 square kilometres since 1953. The lake covered 25 square kilometre in 1953 but is only 15 sq km today. Massive encroachments, the erection of many structures, house boats and hotels have contributed to this reduction in the size of the lake. The depth of the lake has also been drastically reduced. Obviously when there are heavy rains, the lake will overflow its banks.
What is the remedy for this malady?
I am afraid there is none in the present system prevailing in India. The drains have been destroyed in many Indian cities due to corruption in the municipalities, which were supposed to maintain them. People have illegally built houses, shops etc on these drains, obviously by giving bribes to municipality officials. And since corruption is rampant in India, we have just to grin and bear this malaise, tribulation, and permanent nightmare.

आरक्षण पर चर्चा किसी भी पार्टी को असहज करेगी, और अब वही करना पड़ेगा। पटरी उखाड़ कर आरक्षित हो जाना, सामाजिक न्याय नहीं, राजनैतिक गिरोहबाज़ी है। अब जबकि प्रताड़ित वर्ग इस पर लामबंद हो रहा है, तो सत्ता के चाटुकारों को समस्या होने लगी है कि ये 'मूर्खता' है।

UGC, NEET, CBSE पर बोलना भी सबको मूर्खता और षड्यंत्र ही लग रहा था, फिर एक भीड़ आई, आप पर थूका और आपको चाटना पड़ा। अंततः, हुआ वही जो हम आपको बता रहे थे।

अब आरक्षण पर भी एक संगठित, सघन और गंभीर चर्चा होगी। इसके चक्कर में चुनावों पर असर पड़ना चाहिए कि कौन इन विषयों पर चर्चा से भाग रहे हैं, कौन इसे नकार रहे हैं, और कौन एक ही श्वास में 'विकसित भारत' और निजी क्षेत्र में आरक्षण ढूँढ रहे हैं।

अब मुझे यह मैटर नहीं करता कि कौन सत्ता में है और किसको होना चाहिए, मैंने पिछले 7 महीनों में जो देखा और फिर गत शनिवार को जो हुआ, उस से में आश्वस्त हूँ कि बिखरा हुआ, बिका हुआ नैरेटिव काम नहीं आता। सत्ता में रहने या निकाले जाने की चिंता राजनैतिक दलों को होनी चाहिए, आम नागरिक को नहीं।

आरक्षण की पूर्ण समाप्ति लक्ष्य है, जो की संविधान का भी लक्ष्य है, तो हम तो वही कर रहे हैं जो संविधान निर्माताओं ने सोचा था। ठीक है, समय सीमा नहीं थी, पर OBC आरक्षण भी तो नहीं था? उस समय के वंचित-पीड़ित-शोषित यदि आज भी वंचित-पीड़ित-शोषित ही हैं, तो इस पर सर्वेक्षण होना चाहिए कि तथाकथित सामाजिक न्याय तक पहुँचने के लिए कोई और मार्ग है क्या?

मेरा उद्देश्य प्रथम चरण में चर्चा का है, सरकार से इस पर संसद में आँकड़े रखवाने का है कि किस जाति समूह कि किन जातियों में कितनों को आरक्षण मिला, उनकी आर्थिक और सामाजिक स्थिति क्या है, उन्हीं जाति समूहों में कौन ऐसे लोग हैं जो अभी तक घिसट कर जीने को विवश हैं?

सामान्य वर्ग के लोगों में कितने लोग आर्थिक रूप से विपन्न हैं, उनके लिए सरकार की क्या नीतियाँ हैं, उन्हें फॉर्म भरने से ले कर हॉस्टल और कोर्स की फीस में छूट क्यों नहीं है? यदि आरक्षण EWS से दिया है तो यह इतना घटिया रूप में क्यों है कि निर्धन सामान्य वर्ग का विद्यार्थी लोन चुकाने में ही जवानी खपा देता है?

इसके बाद, हर राजनैतिक व्यक्ति को, दल को हम चुनावों के समय पूछेंगे कि उन्हें सामान्य वर्ग वोट क्यों दे? उनका मेरिट को ले कर क्या स्टैंड है, विकसित भारत में मेरिट की कितनी जगह है और शिक्षा व्यवस्था में आरक्षण के कारण राष्ट्र को कब तक नकारात्मक दिशा में ले जाया जाता रहेगा?

यही आरम्भ है, और यदि आवश्यकता पड़ी तो हम और भी विकल्प देखेंगे। हमें इस से अब मतलब नहीं है कि कौन आ जाएगा तो क्या हो जाएगा, उसका लोड वो लें जिनकी विधायकी और सांसदी जाएगी। हमें अपने बच्चों और इस समाज की चिंता हैं। हम बस अपने हिस्से की चिंता कर रहे हैं।
