@BraunFilm No, this is not correct. In the rare event where we know absolutely nothing about a binary outcome, we may estimate it as 50/50; but that’s simply an admission of ignorance. In most situations we know enough to be able to make a better estimate.

Rule 7 Section 2 Article 1d-An official shall declare the ball dead and the down ended when a runner declares himself down by falling to the ground, or kneeling, and clearly making no immediate effort to advance.
