Easy - they didn’t trust in His Son. But He does govern His son to all, anyone could believe.
This is consistent with Ps 145:8-10, but DP cannot be.

The way your 1st post is stated re: DP, it is as if God is unlikely to be gracious. He is gracious in all His ways - how’s that with DP?

Jer. 23:22 seems to say the Word is sufficient. It is evident throughout people can respond to the gospel, and respond to the teachings of Christ (2 Tim 3:15), but can be hardened in their rejection/unbelief, disapproved concerning the faith, as in 2 Tim 3:8.
