It is a grave misjudgment to believe that the integrity of a community’s law enforcement can be upheld by those who are neither citizens nor fully integrated into the nation's political and cultural life. The role of the police is not simply to enforce laws, but to embody the values and trust of the citizenry. Law enforcement, to be legitimate, must derive its authority from the consent of the governed, and that consent is deeply tied to a shared commitment to the principles of the republic. History offers countless examples—most notably colonial regimes—where foreign forces were used to govern, often resulting in law enforcement being perceived as coercive and alien, rather than protective and just.
To entrust non-citizens with the task of enforcing American laws risks transforming the police into a dispassionate force, disconnected from the community they serve. Citizenship is not merely a legal status but a moral compact, and the enforcement of laws requires a deep, intrinsic allegiance to the principles enshrined in the Constitution. The reliance on non-citizens for such a role erodes the foundation of civic duty and weakens the bond between law enforcement and the people, jeopardizing the very fabric of democratic governance. In short, the duties of a citizen cannot be outsourced without undermining the principles that sustain our republic.
