Tourism has already validated demand for cruises and scenic rail. Combine them: a shallow‑water submarine cruise line that traces coastlines and reefs, where the view is the product. Launch as a luxury experience with premium pricing, then broaden access as technology matures and costs fall—much like the trajectory of commercial spaceflight.
