Enforcing immigration laws saves money. You have it backwards (as usual).
Incentives to encourage illegal immigration are REALLY expensive: welfare, EBT, housing subsidies, health care, etc. They cause inflation, housing shortages, and massive fraud.
Remove the incentives, and much of the problem solves itself.
Perhaps Trump is trying to expose how often bureaucrats "clarify" (override) Congressional intent.
Two birds, one stone: Expose the swamp; get a prominent arts complex named after yourself.
