Pakistan did not suffer from lack of installed capacity in 2013. The system already had around 22,000 megawatt installed, while peak demand was hovering between 17,000 to 18,000 megawatt. Yet the country was drowning in load shedding. Why? Because the real crisis was not capacity, it was liquidity. Circular debt had choked the system, fuel could not be arranged, and power plants sat idle. Capacity existed on paper, but it was unavailable in reality.

Instead of fixing this structural dysfunction, the policy response in 2015 went in the opposite direction. More IPPs were added aggressively, taking total installed capacity to around 45,000 megawatt. Nearly 25,000 megawatt was injected into a system that was never short of capacity, but short of governance, planning and financial discipline.

Today, the irony is brutal. Even when demand crosses just 20,000 megawatt, the system struggles and load shedding returns. The same story repeats itself. Plants remain underutilized, fuel constraints resurface, transmission bottlenecks persist, and circular debt continues to spiral. The only difference is that the burden has multiplied.

What was once a management failure has now become a structural trap. The nation is locked into paying massive capacity charges for power it often does not use, while consumers continue to face outages and rising tariffs. This is not just inefficiency, this is policy failure at scale. The system was never fixed, it was simply made more expensive.
