'We'll turn private savings into much needed investment.' - Ursula von der Leyen, President of the European Commission

What does this mean?

Does it mean: Europe is going to take the peoples savings and take risk by investing in 'necessary' assets?

Or does it mean: we are going to redirect our savings in productive assets so the return will benefit the people of Europe in the long run?

What do you think?

Is it a coincidence that in the same week Cristine La Garde - ECB announces that we will get Central Bank Digital Euro in October.

Is this digital Euro also a way to prevent this money saved in assets from leaving, allocating to other more productive assets by the savers of Europe?

Or is this the much needed digital innovation that consumers wanted?
