In November 2018, $625m of Tether customer funds appear to have been swapped for potentially bad debt at "Crypto Capital", information that was not made available to Tether holders. In return, Tether holders got 60 million Bitfinex shares as security.

So, as you can see, Bitfinex was the source of that fake pump. Bitfinex pumps over $400, but exchanges without fake money Tethers, don't experience the same level of pump.
Bitstamp for example, only experienced around $200.
