The Black Moon cyber group continues to publish the results of its investigations based on documents it has obtained regarding the illegal activities of the Russian company SPETSNEFTPRODUKT. We present documents evidencing cooperation with German companies from which the firm purchases Isononanoic acid, n-Valeric acid, n-Heptanoic acid —synthetic bases for the production of lubricants.

As a reminder, this company is one of the main suppliers of technical oils and lubricants to the Russian Federation’s military and special services, which are currently carrying out military aggression against Ukraine, aiding Iran in its war against the United States, and supporting the dictatorial regimes of North Korea and China.

According to the documents we have obtained, the main trade and economic partner of the Russian company SPETSNEFTPRODUKT is the German company OQ Chemicals GmbH (formerly known as OXEA). This company is a leading global manufacturer of oxo-chemicals (producing 1.2 million metric tons per year), which are used in the production and maintenance of motor vehicles.

We have confirmation of purchases of these chemical substances based on Contract No. 15/20 dated May 15, 2020 (Appendices No. 6 dated January 31, 2022, and No. 7 dated February 9, 2022), with delivery dates specified for March 2022. We also have customs declarations for the transport of the purchased chemical raw materials, which is being handled by the Russian consulting company KLACSON GLOBAL LLC.

In particular, we have irrefutable evidence and documents showing how SPETSNEFTPRODUKT’s management uses Indian partners to circumvent economic sanctions imposed by European countries and the United States.

Its largest partner in India is AVI-OIL INDIA PVT. LTD. AVI-OIL India [P] Ltd. is a joint venture between Indian Oil Corporation Ltd., Balmer Lawrie and Co. Ltd. (both public sector entities), and Neden Holding B.V., Netherlands (NYCO Group, France). NYCO, France, is a globally recognized manufacturer of synthetic esters and specialty lubricants for the aerospace, defense, and industrial sectors. Indian Oil Corporation Ltd. is India’s largest commercial enterprise and was ranked 119th among the world’s largest corporations (and first among Indian enterprises) in the prestigious Fortune “Global 500” list for 2015. Balmer Lawrie & Co. Ltd., a Mini-Ratna and a public sector enterprise under the Ministry of Petroleum and Natural Gas of the Government of India, is a highly respected transnational diversified conglomerate with operations in both the manufacturing and service sectors.

7. HONG KONG JIASHIBAOHUA IMPORTS EXPORT CO., LTD (manufacturing, logistics, and distribution of chemical products)

Of particular interest on this list is HONG KONG JIASHIBAOHUA IMPORTS EXPORT CO., LTD, which acts as a distributor of Spetsneftprodukt’s products in the Chinese market. Based on the facts provided, we appeal to all relevant authorities and media outlets to disseminate this information as widely as possible and to add the aforementioned companies to the appropriate sanctions lists.
