The July 2025 budget reconciliation bill limits #studentloans and expands the #PellGrant. These programs, however, are connected: a small Pell grant can reduce borrowing such that students face financial constraints with implications for #StudentSuccess.

To be clear: this doesn’t mean grant-based aid doesn’t help students. There’s a mature literature showing that grants and other measures to reduce college costs promote post-secondary enrollment, persistence, and graduation. 6/N
