Honouring a convicted war criminal whose crimes were described by an international tribunal as “among the most heinous known to humankind” is an act of profound moral and political disgrace.

The military honours accorded to Ratko Mladic, together with the participation of serving government ministers in paying tribute, are an act of institutional glorification of a man convicted of genocide. This is the choice Belgrade made today.

That choice also speaks to a deeper political continuity. Serbia is led today by Aleksandar Vucic, who served as Minister of Information in the Milosevic regime. Decades later, the Serbian state continues to give legitimacy to figures and narratives rooted in the same politics of ethnic cleansing, territorial expansion and mass atrocities that devastated our region in the ’90s. Honouring Mladic through state institutions shows how much of that political legacy Serbia still refuses to confront.

For the Republic of Kosova, this is not an abstract debate about history. Our people carry the memory of massacres, murdered civilians and children, mass expulsions and systematic violence carried out by Serbian state forces. We therefore unequivocally reject every attempt to transform judicially established crimes into matters of national interpretation, or convicted perpetrators into figures worthy of honour.

Genocide does not acquire another meaning with the passage of time, and denial cannot erase the dignity of those who were murdered, persecuted and expelled.

We stand with the Bosniak people, with the victims and survivors of Srebrenica, and with all families whose suffering can never be reconciled with the glorification of those responsible for it.

There can be no genuine reconciliation without truth, and no credible European future built on honouring the perpetrators of crimes that shocked the conscience of humanity.

Ambassador William Walker is among the greatest friends our country has. He was one of the first international figures to visit the massacre sites as Head of the Kosova Verification Mission, documenting the atrocities occurring in Kosova in 1998. When he entered Reçak, he saw the bodies of 45 Albanians who had been killed by Serbian forces in this village. The events in Kosova took place before the era of social media, so without the will and integrity of people and organizations like Ambassador Walker and the OSCE, history might have taken an even more dire turn. In our darkest times, he announced to the world the full and unvarnished truth about the Milosevic regime. This is also why his work is a fundamental contribution to human rights and why we were honored to have him as a special guest for the 25th anniversary of our liberation.
