@MattLismore It depends when it was built. If it is an older building it is most probably legal but if financially viable it is expected under the BEIS regulations to be upgraded and billed individually

I have run many systems and it is mainly down to how well they were installed and then how well they are looked after. Done well they can be ok, poorly and they will cost a fortune

I tried to explain this to the CFO of a large HA. Problem is they won’t change to deliver transparency are cost to much!

One place with 250 apartments had 13 lifts!! Underground bin store for 50 bins. Now that was just needless expense that would cost leaseholders a fortun
