The Government faces a simple question of policy credibility: why must employees pay today for a benefit whose implementation is still postponed?
#FiveDayBanking was agreed with employees accepting approximately 40 additional minutes of work each day. Yet the commitment remains pending.
At the same time, the revised #PLI framework offers substantial rewards to selected brackets while assigning ZERO PLI to the Bottom 20%.
A collective commitment is delayed, while selective rewards move ahead.
The message is clear: Honour the Five-Day Banking agreement. End forced ranking. Introduce a fair, transparent and non-discriminatory PLI system.

A parliamentary question to the policy makers: If a bank performs above 80%, why must 20% of its officers receive zero #PLI ? And if employees accepted longer daily hours, why must all Saturdays remain pending? This is not reform; it is administrative arithmetic without human fairness. Government must stop forced ranking and honour.

If banking is a team effort, then the incentive system must strengthen that team—not create a divide within it.
We believe senior officers deserve recognition for performance. But the contribution of every employee—from the person managing the counter to the person ensuring the branch functions smoothly—must also be recognised fairly.

Five Percent Cannot Be Allowed to Divide the Other Ninety-Five Percent.
The real question before us is simple: why create two incentive philosophies within one banking workforce?
Scale IV and above account for roughly 40,000 employees out of nearly 8 lakh, around 5%. But a bank is not built by 5% alone. It runs on the collective work of officers, clerical staff, sub-staff, frontline teams, credit, recovery, audit, compliance, technology and support functions.
The irony is striking. Everyone is expected to work as ONE TEAM when targets are assigned, but suddenly becomes separate teams when rewards are designed.
Is this how we strengthen public sector banking, by dividing the very workforce responsible for its success?
Our demand is not to take away anyone’s rightful recognition.
Our demand is simple: ONE BANK, ONE WORKFORCE, ONE FAIR REWARD PHILOSOPHY.
Do not divide 95% to reward 5%. Strengthen the institution by keeping its workforce united.
