Hosted, on a courtesy visit, Ms. Nomagugu Ncube, Chief of Mission of International Organization for Migration (IOM) in Kenya, where we reviewed our long-standing partnership in advancing coordinated border management, migration governance and transnational crime prevention through the Border Control and Operations Coordination Committee (BCOCC) and the Border Management Secretariat.
IOM's support has been instrumental in policy and legal reforms, development of strategic and operational frameworks, deployment of ICT systems including the National Secure Online Border Communication System, establishment of Joint Operation Centres at key entry points and capacity building of frontline officers, alongside community engagement and regional cooperation initiatives.
We aligned on priority areas shaping our next phase of collaboration, including counter-terrorism, addressing border porosity and irregular migration and accelerating digital transformation through biometrics and smart border systems.

As Chairperson of the Border Control and Operations Coordination Committee (BCOCC), I presided over the official opening of the U.S. Export Control and Border Security (EXBS) Program Regional Workshop at the Kenya School of Government (KSG), Lower Kabete Campus.
The workshop convened officials from Kenya, Somalia, Namibia, Madagascar and the Central African Republic to initiate the development and validation of a regional Compendium of Best Practices aimed at strengthening border management.
The process focuses on enhancing coordination, intelligence-led operations and frontline capacity to counter transnational threats, including the trafficking of illicit goods and the spread of violent extremism.
A 3-day workshop, convened by @IOMKenya under the Export Control and Related Border Security (EXBS) Program, is underway at @KSGKenya. Opened by PS @ray_omollo, the forum will document & validate a Compendium of Best Practices for border security.

IOM & @UNODC trained teams from the Kisumu, Mombasa & Lamu Joint Operations Centers to strengthen information sharing and boost crime detection. Supported by @BMSKenya 🇰🇪, @StateINL 🇺🇸 & @GAC_Corporate 🇨🇦, aligned with #Kenya’s Coordinated Border Management approach.
Held an inspection visit of the Suam One Stop Border Point project at the Kenya–Uganda border, ahead of its official commissioning by H.E. President @WilliamsRuto, the current Chairperson of the East African Community (EAC).
The development of One Stop Border Posts, supported by the upgraded 45 km Kitale–Endebess–Suam road, has improved integrated border management and expected to ease trade flows to Uganda, South Sudan and the DRC.
Additional plans include establishing Border Patrol Operation Bases in Suam, Lwakhakha and Busia; strengthening intelligence sharing through liaison officers; and revamping joint commissioner meetings with Uganda.
These measures, combined with the national crackdown on drugs, counterfeits, second-generation alcohol and illicit online trade led by NACADA and security agencies, continue to secure the border while expanding legitimate trade and economic opportunities for the region.
Also present were colleague PS Dr. Caroline Karugu (EAC Affairs) and DIG Eliud Lagat and other members of the Border Control and Operations Coordination Committee (BCOCC).
