3. There are many causes to accidents. Just because someone is mentally disabled, learning disabled or elderly does not mean they are not able to drive safely and be law abiding citizens.

1. No driving school, exam or JPJ can evaluate drivers that will cause accidents based on their mental state.

2. The number of non-disabled drivers causing accidents are way more than the number of accidents caused by drivers with OKU mental cards or drivers going thru psychiatrist treatment.
