Bloomberg just published the full draft MOU. Read what surrender looks like when you call it a memorandum.

1) Immediate and permanent end to the war on all fronts, including Lebanon. No more hostile action, no threats, no force.

2) Both sides respect each other's sovereignty and territorial integrity, and stop interfering in internal affairs.

3) A final agreement within 60 days, extendable by mutual consent.

4) The U.S. lifts the naval blockade immediately, restores shipping to pre-war volume within 30 days, and withdraws its forces from surrounding areas within 30 days of the final deal.

5) Iran reopens merchant traffic from the Persian Gulf to the Sea of Oman within 30 days, clearing mines and technical obstacles on its own terms.

6) The U.S. and its regional partners fund a rehabilitation and development plan for Iran worth at least $300 BILLION.

7) The U.S. ends ALL sanctions on Iran, including UN Security Council resolutions, IAEA Board measures, and every unilateral primary and secondary sanction.

8) Iran reaffirms it will never build nuclear weapons. The fate of enriched material and Iran's nuclear needs are settled in the final agreement.

9) Status quo holds until the final deal: Iran freezes its nuclear program, the U.S. imposes no new sanctions and adds no forces to the region.

10) The U.S. Treasury immediately issues waivers for Iranian crude, petrochemicals, and all related banking, insurance, and transport services.

11) Frozen Iranian funds and assets are released and made fully available, controlled entirely by Iran's Central Bank.

12) An implementation mechanism is established to oversee the final agreement.

13) Talks for the final deal begin once Articles 4, 5, 10, and 11 are underway.

14) The final agreement is locked in by a binding UN Security Council resolution.
