The forces that Germany brought to WW2 are a tiny fraction of what the west would do to Russia if forced by Russia's use of unconventional or nuclear weapons. Second, this is a red line, and if Russia did so, 300 conventional missiles from the west would very quickly take out all essential Russian infrastructure across the entire country, which Putin knows.
