HE Prime Minister and Minister of Foreign Affairs Sheikh Mohammed bin Abdulrahman bin Jassim Al-Thani led the State of Qatar's delegation participating in the Lucerne Lake Summit and the first meeting of the High-Level Committee, with the participation of representatives of the two negotiating parties, the United States of America and the Islamic Republic of Iran, and the two mediating countries, the State of Qatar and the Islamic Republic of Pakistan.
HE Vice President of the United States of America J. D. Vance led the American delegation, HE Prime Minister of the Islamic Republic of Pakistan Muhammad Shahbaz Sharif led the Pakistani delegation, while HE Speaker of the Islamic Consultative Assembly in the Islamic Republic of Iran Mohammad Bagher Ghalibaf led the Iranian delegation.
In his remarks during the meeting, HE the Prime Minister and Minister of Foreign Affairs indicated that the signing of the memorandum of understanding between the United States of America and the Islamic Republic of Iran this week represents an achievement that mediators have worked to accomplish over several months, and constitutes an important milestone. He voiced his hope that it would be a turning point that would move away from escalation and confrontation, and lead toward stability and restraint, creating a more secure environment for all the peoples of the region.
His Excellency commended HE President of the United States of America Donald Trump and HE President of the Islamic Republic of Iran Dr. Masoud Pezeshkian for the leadership, courage, and commitment they demonstrated throughout this process. In this context, he noted the tireless efforts of all those who contributed to reaching this stage, especially HE Vice President of the United States of America J. D. Vance, HE Speaker of the Islamic Consultative Assembly in the Islamic Republic of Iran Mohammad Bagher Ghalibaf, HE Minister of Foreign Affairs of the Islamic Republic of Iran Abbas Araghchi, along with Their Excellencies Special US Envoys Steve Witkoff and Jared Kushner, whose dedication and perseverance made this agreement possible.
His Excellency expressed the State of Qatar's deep appreciation to the Islamic Republic of Pakistan, HE Prime Minister Muhammad Shahbaz Sharif, and HE Chief of Defense Forces and Chief of Army Staff Field Marshal Asim Munir, for their leadership in launching this operation and their continued active involvement in its various stages.
His Excellency added that it was a source of pride for him to work alongside the brothers in the Islamic Republic of Pakistan, within the framework of a true partnership that dedicated its efforts to supporting diplomacy, reducing tensions, and creating the conditions that led to this historic achievement.
HE the Prime Minister and Minister of Foreign Affairs indicated that the impact of this conflict has extended to the lives of people around the world, with significant repercussions for the global economy, international trade, energy markets, and the well-being of billions of people worldwide. He noted that this was clearly demonstrated by the closure of the Strait of Hormuz, one of the most vital arteries for global energy and trade. In this context, he emphasized that the security of this waterway is not merely a regional matter, but a shared responsibility that rests on the shoulders of the entire international community.
His Excellency added that the past period has been among the most difficult phases the region has witnessed, as its people have borne heavy burdens as a result of uncertainty and escalation. The State of Qatar has always been a supporter of diplomacy, based on its belief that dialogue, not confrontation, is the only way to achieve sustainable security. Qatar hopes that the agreement being witnessed today will contribute to creating an environment that enables countries to direct their energies toward development and cooperation and provide opportunities for their people.
His Excellency stressed that the memorandum of understanding provides a real opportunity to enhance trust and move toward a more stable and prosperous future for the region and the world as a whole. He noted that the progress achieved so far must be maintained and built upon, as the work does not end with the signing of a memorandum of understanding, but rather this step represents, in many ways, the beginning stage.
His Excellency noted that the technical talks that begin today will represent a crucial stage in interpreting these commitments into tangible results, and ensuring that the momentum achieved is maintained and not lost, pointing to the importance of building on what has been accomplished, with the same spirit of goodwill and determination that led to this moment.

As part of the summit's agenda, HE the Prime Minister and Minister of Foreign Affairs participated in a high-level technical meeting dedicated to discussing the regulatory frameworks for negotiations on technical issues included in the memorandum of understanding.
The State of Qatar's participation in the Lucerne Lake Summit as a mediator, alongside the Islamic Republic of Pakistan, comes within the framework of joint efforts to facilitate dialogue between the United States of America and the Islamic Republic of Iran, leading to a comprehensive and lasting agreement that addresses all the issues covered by the memorandum of understanding.
