I was honored and humbled to join Major Capers as he received the Medal of Honor. His story exemplifies South Carolina’s commitment to service, and his legacy is one that serves as an inspiration to all.
Unfortunately, Major Capers’ heroism was overlooked when he returned from Vietnam. Yesterday, we rectified that wrong, honoring this legend with the distinction he has earned. @RepRalphNorman was one of the driving forces that allowed this to occur, and I’m grateful for his efforts.
I applaud @POTUS for recognizing Major Capers’ valor and bestowing this award on such a great American patriot.

1.Veterans are not opposing the Major Richard Star Act. We support a clean fix for combat-injured Chapter 61 retirees.
2.The Republican package creates a deal-or-no-deal trap: accept this version with poison pills, or get blamed for blocking wounded veterans from being paid.
3.Poison pill one: the package puts future VA disability ratings at risk by attaching sleep apnea and tinnitus rating changes to a bill veterans desperately need.
4.This affects more than current retirees. It could impact future veterans filing new VA disability claims after enactment.
5.If these VA rating changes were already planned before Major Star was attached, offices need to explain why they are being treated like the offset now.
Poison pill two: the House version caps many under-20 Chapter 61 retirees at 50% of high-3 instead of fully restoring DoD disability retired pay.
That cap penalizes veterans medically retired by DoD at 60%, 70%, or 75%, because their RAS retired pay already reflects that higher percentage.
Example: a 70% DoD retiree can still be capped at 50% high-3, leaving them short compared to actual DoD disability retired pay.
Veterans are asking House offices and VSOs to reject both poison pills: no VA disability cuts, and no 50% cap penalizing higher DoD ratings.
The ask is simple: sign H.Res. 1247, pass Major Star clean, waive PAYGO or use non-VA offsets, and stop forcing veterans to pay for veterans.
