.@RepGusBilirakis, you recently stated:
“I’m working tirelessly with leaders in the House and Senate to advance my #MajorRichardStarAct in the coming weeks.”
No one has done more to champion this legislation since introducing it in 2020.
H.Res. 1247 now provides a direct path to a House floor vote, and the discharge petition is within striking distance of success.
The 59,000 combat-injured veterans affected by this offset are looking to the bill’s original sponsor for leadership.
Will you add your signature and help turn years of advocacy into a House floor vote?
I was proud to support these important wins for Veterans and their families, which passed recently. I’m anticipating another important win for Veterans as I’m working tirelessly with leaders in the House and Senate to advance my Major Richard Star Act in the coming weeks! We must end the Wounded Veteran Tax!

In Nov. 2023, .@RepDavidValadao stated:
“I’m proud to support the Major Richard Star Act, which ensures all veterans concurrently receive both retirement & disability pay.”
As a cosponsor in the 117th, 118th, and 119th Congress, your support for this legislation has never been in doubt.
Now we need to get it to the House floor.
H.Res. 1247 is only 15 signatures away.
Representative Valadao, please sign the discharge petition and help turn years of support into a vote.
Veterans who served less than 20 years must choose between their retirement & disability pay if they were injured in their service. I'm proud to support the Major Richard Star Act, which ensures all veterans concurrently receive both retirement & disability pay. #VeteransWeek
In February, .@RepMMM said it best. It is "time to pass my bill, the #MajorRichardStarAct.”
"Combat-injured veterans who were medically retired should never be forced to give up retirement pay to receive the disability benefits they earned in uniform."
Congresswoman, you are 100% correct. So let’s get it done.
Right now, the H.Res. 1247 discharge petition is on the absolute doorstep of forcing a floor vote.
Please turn your own policy position into a legislative result. Sign the discharge petition.
It’s time to pass my bill, the Major Richard Star Act.
Combat-injured veterans who were medically retired should never be forced to give up retirement pay to receive the disability benefits they earned in uniform.
Let’s get it done! 🇺🇸

In May 2023, .@RepBuddyCarter laid out a clear standard for supporting our nation's heroes, stating:
"I’m also a proud co-sponsor of the Major Richard Star Act, which grants disability benefits to all combat-disabled uniformed services retirees, no matter their years of service. I hope to see that bill, and the many other pieces of legislation that similarly improve veterans benefits and outcomes, pass the House this Congress and be signed into law. Freedom isn’t free, but talk is cheap, and it’s time for Biden to start working with Republicans to improve veteran’s lives."
Congressman Carter, you are currently a proud original cosponsor of the bill again here in the 119th Congress.
But as you brilliantly noted: talk IS cheap. Action is what delivers results.
Right now, the H.Res. 1247 discharge petition is on the absolute doorstep of forcing a floor vote. The bipartisan path to victory is wide open.
If you want to see this bill pass the House this Congress, please turn that paper cosponsorship into a physical signature.

In April 2026, .@RepAndyBarr you explicitly urged passage of the #MajorRichardStarAct to support our combat-wounded heroes, rightly noting the debt of gratitude we owe them.
Please turn your support into tangible action and sign the H.Res 1247 discharge petition.
Our combat-wounded veterans sacrificed everything for this country. Washington shouldn’t be taking benefits away from them.
I’m fighting to pass the Major Richard Star Act and end the “wounded veteran tax.”
.@RepRussFulcher, On May 11, you stated you were honored to cosponsor the #MajorRichardStarAct and urged the legislation to be “taken up, passed, and enacted swiftly.”
H.Res. 1247 provides a path.
Will that support be reflected on the H.Res. 1247 discharge petition?
As a nation, we must always stand by and support our Veterans.
I am honored to co-sponsor the Major Richard Star Act, H.R. 2102.
This bipartisan legislation will ensure that when a Veteran has to retire early due to combat or combat-related injuries, they receive both their disability benefits and the full retirement pay that they have rightfully earned.
I urge this legislation to be taken up, passed, and enacted swiftly.
@DonJBacon@kniftarqr9y@RepDonBacon@MajStarAct I appreciate your leadership and transparency on this. Knowing there is an active plan for a vote and a backup plan with the discharge petition helps give the veteran community more confidence.
In 2023, @RepJames publicly supported the #MajorRichardStarAct.
He is a cosponsor in the 119th Congress.
Today, the H.Res. 1247 discharge petition is open.
Will that support be reflected with a signature?
59,000 combat-injured veterans are still waiting.
I am a proud co-sponsor of the Major Richard Star Act, which would ensure servicemembers who medically retire before 20 years have full access to military retirement pay and VA disability benefits. Glad to see @HASCRepublicans pass this thru committee. https://t.co/ylwKyFQXEx
.@WesleyHuntTX, you’ve already recognized the importance of the #MajorRichardStarAct by becoming a cosponsor.
Your fellow veterans are now asking a simple question:
Will that support be reflected on the H.Res. 1247 discharge petition?
59,000 combat-injured veterans are waiting for action—not just agreement.
Thank you sir, while my brother did not live to see this bill enacted, over 50, of his fellow veterans are living but they are living without their earned retirement pay. The law that established the offsets dates back to 1891. In 1891. There was still homesteading, there were no machine guns, the wright brothers did not take their first flight and there was not fpv drones blowing up our soldiers.
Please bring this to a floor vote. I would love for this bill to pass in normal order.
@RepDonBacon If your backup plan is to sign the discharge petition if the commitment fails, many grassroots advocates are skeptical.
There have been too many broken promises over the last 6 years for 59,000 combat-injured veterans to rely on "what-ifs."
H.R. 2102 was introduced 449 days ago. We don't need a contingency plan—we need a calendar date.
I appreciate what you’re doing behind the scenes. Give them a reason to believe.
#MajorRichardStarAct
What surprises many people is that these aren’t random House members.
They’re military veterans themselves.
Only 18 of the 78 military veterans serving in the House have signed the H.Res. 1247 discharge petition so far.
The approximately 59,000 combat-injured veterans affected by the Wounded Veteran Tax are still waiting.
Military service teaches that leadership is measured by action, not words.
Of the 78 military veterans serving in the U.S. House, only 18 have signed the H.Res. 1247 discharge petition.
60 have yet to sign.
The approximately 59,000 combat-injured veterans affected by the #MajorRichardStarAct are still waiting to see who will lead by example.
@HouseVetAffairs@HouseGOP@HouseDemocrats
@kniftarqr9y@RepNancyMace@NancyMace At this point, as a constituent it seems as though she is hoping to get off the hook and it will get enough signatures.
It’s sad to say but in my opinion her whole focus is on her campaign right now not the 54,000 medically retired combat-injured veterans.
Congratulations on getting this included in the NDAA.
Keeping faith with those who have borne the cost of military service is one of Congress’s most important responsibilities.
Many combat-injured veterans are hoping to see that same commitment reflected in support for the #MajorRichardStarAct through the H.Res. 1247 discharge petition.
@RepMMM I am deeply disappointed in you as a veteran have decided to stay in the background and not support your fellow veterans and sign the #MajorRichardStarAct H.Res 1247 discharge petition.
Can you tell your constituents why?
@RepDonBacon@Eve_hel1@HASCRepublicans .@RepDonBacon can you clarify why having a commitment from the Chairman to put the bill up for a vote… and working the Senate to do the same is better?
Does this mean your commitment to sign the discharge petition is off the table?
