I can't math cleaning out the majority of small carriers in the current freight market, it may have had more of an impact a couple years ago. I think that there will be adjustments, and small carriers will continue to be significant.

@adamlwingfield @Andersonj2273 Conditional safety rating is widely different than unrated. I would be skeptical that this would wipe out 65% of capacity quickly. I predict that the industry would adapt in some years, and small carriers will continue to exist.
