It’s unrealistic to expect a PCR test to be +ve while still just incubating the virus. During incubation the virus is still growing but in low numbers. It’s only when it gets to critical numbers that symptoms start or/and detected. In most detected only 2 days before symptoms

Infections seem uncommon in children under age of 15yrs. It’s why we should reopen schools for these in term 2 - and while local transmission of covid in Australia is low. Who we should keep away from schools are teachers and others >50yrs. Also parents need 2 meter distancing
