As the only former Emergency Management Director in Congress, it is my responsibility to sound the alarm that FEMA is being dismantled by DHS Secretary Kristi Noem. In a single year, DHS has churned through three FEMA administrators, while FEMA’s backlog of unanswered disaster assistance applications has exploded to the largest in its history. That is not a funding shortfall; it is a blatant failure of leadership. Congress has appropriated tens of billions of dollars to FEMA in FY25, yet FEMA still owes billions of obligated dollars to states waiting on disaster relief, including those led by Republican governors. The state of Florida is owed over $2.6 billion. 

The damage has not stopped at FEMA. Secretary Noem has unleashed the same kind of havoc across DHS and ICE. This Congress has already provided $170 billion to the department, and now they are demanding even more. Congress has no idea how much money is left from these funds and asking for more is just further evidence that DOGE was a complete failure. If DHS truly needs more money, they can submit a targeted supplemental request to Congress and justify the requested funds. Until that happens, I am a no on additional funding for DHS.
