Why would Jesus teach the apostles to retain sins, if the sinner can just pray the Lords prayer and get it anyway?

To the Church is given the role to feed his sheep, tale care of his flock. Thats the whole point.

Jesus DID said that he gave the apostles the authority to forgive sins, the keys of the Kingdom, the right to bind and loose.
