The discourse on social media is robust. The deliberation on the floor has been cut short every year. Either way proper order was followed.

@itotallyagreed @RyanGoodroe @bartbarber @dougwmize I believe the rule was used as intended a few times and wished we could have debated some items more thoroughly. The COB will not likely restrict the rule any more than they already have. I think that is appropriate.

We are a deliberative body and should deliberate important questions. There is a reason that the rule is included in Robert’s and has stood the test of time.
