A married father-of-two who cornered a 21-year-old student nurse on a hospital ward, grabbed her breast and told her he wanted an affair was later cleared to work in the NHS after blaming "cultural differences" between Britain and his native Pakistan.
Dr Imran Qureshi, then 44, was working as a locum senior house officer at Trafford General Hospital in Davyhulme, Greater Manchester, in June 2015 when he followed the young student into a small room, closed the door and backed her into a corner.
He told her she was beautiful, asked whether she had a boyfriend and said he was unhappy in his marriage and wanted an affair. He then grabbed her right breast for several seconds.
When she pushed him away and called him a disgrace, he initially tried to laugh off what had happened before becoming aggressive.
Qureshi was convicted of sexual assault by a jury in 2016. He was given a 12-month community order and ordered to sign the sex offenders register for five years.
At a Medical Practitioners Tribunal Service hearing, Qureshi admitted making a "misjudgement". He said cultural norms were different in Britain and Pakistan and claimed he had failed to recognise the signs telling him to stay away.
He also claimed he had seen the student as sexually available because she had previously had boyfriends.
The tribunal chairman pointed out that Qureshi had been living in Britain long enough to understand the difference, particularly given that he was himself married.
The panel found that he had shown a lack of empathy and ignored the student's clear objections. He was suspended from practising for 12 months.
After restrictions were later relaxed and he completed a handful of locum shifts, a 2022 tribunal ruled that his fitness to practise was no longer impaired. The restrictions were lifted and Qureshi was free to return to treating patients.
This case raises uncomfortable questions about professional standards, safeguarding and the extent to which cultural explanations should carry weight when doctors breach the most basic boundaries of professional conduct.
For the young nurse involved, the consequences went far beyond a tribunal finding. She told the tribunal the incident left her shaken, affected her studies and damaged her ability to trust male colleagues.
