That holding the torture stick is the lady "Otangalo" whose voice you all heard commanding the torture of that tiktoker for abusing Muhoozi—Museveni's son, and being vulgar to other tiktokers in northern Uganda.

Recall that the tiktoker was first abducted, also I still emphasize that foot whipping torture technique used is the falanga (or falaka) and bastinado, one that is well documented by several human rights watch organizations including @unhrcpr @UHRC_UGANDA clearly showing that this tiktoker was commending military men in that torture chamber.
