They know we know that retail buys get shoved aside in dark pools thus not doing anything to the price, while they sell IOUs to bring price down manually stealing retail's money.
Remember when Citadel and Virtu argued against payment for order flow?
It's banned almost everywhere else in the world, so it's interesting that ever since Citadel and Virtu have had access to the data they have fought hard in favor of PFOF and are willing to pay hundreds of millions for the data

Another fine that seems like a bad joke - but it's true.
"...JP Morgan Securities inaccurately reported approximately 820,000
short interest positions involving approximately 77 BILLION shares.."
and
it took FINRA 16 years to hand out this $3 Million dollar fine on TENS of BILLIONS of shares????
And JPMS admits no wrongdoing????
No wonder these firms like J.P. Morgan Securities LLC wasnt vigilant about "misreporting" trades involving 77 BILLION SHARES. (From June 2008 to August 2024)
