Think of the "debt" ceiling as a cap on the number of certain kinds of instruments (those subject to the limit) that Congress wants the US Treasury to use to facilitate the spending that Congress has authorized. 2/
It is, effectively, Congress challenging the executive branch to facilitate the payments it has committed to (under the law) without increasing the quantity of instruments subject to the "debt" ceiling. 4/
