@jhallwood In Canada, a federal government trying to give more power to municipal governments at the expense of provincial governments would likely be unconstitutional & might be seen as an ironic power-grab by the federal government. Nothing would more unite the provinces against Ottawa.

@jhallwood My parents' dog is great with people. He loves children who play with him. Nevertheless, he is deeply suspicious of dogs bigger than him, and most are. Still, physically controlling a feisty 9lbs pooch is not difficult. Controlling a 90lbs beast with blood-lust is problematic.

@EvanAG1999 At the risk of sounding pessimistic, I must say, after just over a decade of practicing law in a distant (but still common law) jurisdiction, I wish your supposition were so. At least with experience, one learns what to worry about & what not to worry about. That certainly helps.
