Mumbai should rise sooner to avoid economic pressure on state(heavy loans from world bank, IMF etc) . Doing so will help all sections of the society and the country will face less losses due to lockdown like restrictions.

I suggest vaccination in mumbai must be done on a building/apartment to apartment basis. The managing committee (MC) should be asked for data about the society and its eligible members and vaccination status.
