Foam base. Grass mats are your friend. I organize reusable scenics by type, so there are boxes for bushes and boxes for trees, etc. Sewing pins hold down track and mats etc.

I personally mix my ballast with dirt so I don’t reuse it as pure ballast again, I just restock.
