Remember: the region was also known as أرض الحبش (Land of the Habash).

The deeper question is not merely who fought ISIS, but who chose silence when wounded ISIS combatants were moved or treated.
Puntland carried the campaign while Villa Somalia failed to meaningfully participate. If reports of Somaliland facilitating ISIS movement and treating wounded Daacish fighters, alongside claims that the UK Ambassador to Somalia urged Dr. Abdiweli Gaas to remain silent, are substantiated, then silence itself becomes political.
In counterterrorism, what is concealed can matter as much as what is fought.

SHIIP (Project ID P173119) is a $63M World Bank project funding the design phase of Somalia’s transport infrastructure: studies, detailed designs and safeguards for about 550km of economic corridors and 900km of roads. Major follow-on funding will be needed for construction.
This is a chance for communities to help shape what gets built. Local input can improve routes, reduce land take, protect grazing areas, farms, water points and cultural sites, improve crossings, and correct baseline GPS and geographic data. Early participation can reduce costly changes later and give communities meaningful ownership.

It is absurd for county leadership to humiliate pedestrians over jaywalking by forcing them to pick up trash.
A government that routinely fails at basic municipal duties, such as fixing traffic lights and collecting waste, lacks the authority to police foot traffic.
Fix the infrastructure first. Only then can you lecture citizens on how to walk.
Game theory treats changing or even reversing a position after new information appears as rational. It is not inconsistency. The core principle is Bayesian updating, where players revise their beliefs, strategies, and expectations as evidence shifts. When the facts change, the logical response is to adjust. A complete backtrack is not a flaw. It is exactly what a rational actor is supposed to do.
Jadiidiyo’s appeal to طاعة ولي الأمر imagines a level of unquestioned obedience that simply does not apply here. The Sheikh probably realized that HSM does not fall within that elevated category, and his shift reflects a deliberate, informed reassessment rather than blind loyalty. And let’s be honest: the uluma are not insulated from the clannism that shapes Somali social life, so their decisions are constantly interpreted, pressured, and politicized through clan lenses even when they aim for principle. Recognize the weight of that reality and give him a break.

Among Minnesota’s Hmong community, traditional funerals can be unusually elaborate and costly, with some reportedly exceeding $80,000 per diseased.
The project is administered by Somalia’s federal government, which formally treats Hargeisa as part of Somalia. Day-to-day implementation is handled by local teams in Hargeisa, with Somaliland authorities involved on the ground. This dual structure allows the project to receive funding despite the unresolved independence dispute.
Skepticism stems from the political divide, security risks in fragile areas, and limited transparency over how funds are allocated and spent.
Public audits cover the broader project, but Hargeisa-specific expenditures will require future reporting to establish the full picture. Questions also remain over the new plans, which appear heavily concentrated within Hargeisa municipality, with limited clarity on roads, bridges, street lighting, and pedestrian infrastructure.
Notably, there is no clear mention of the newly established Southwest region or Burco in the plans. That raises questions about the geographic scope of the project and how priorities are being determined across the wider region.
